What problem will this feature address?

I found that my Dokploy is unable to trigger preview, because my VM is behind the university firewall that requires VPN to send the request.

Describe the solution you'd like

By adding webhook URL that similar to Deploy webhook, I can make Github action to connect VPN and send webhook.

near identical to #1365 , But this is webhook.
