Dirty bomb visible in fabricator, but no way to get the recipe

What happened?

There is a "Dirty Bomb" recipe visible in the fabricator, but it is currently unavailable. As far as I understand, it used to be available to the engineer or was intended to be, but at the moment it has no function — it just exists in the list without any way to unlock or craft it. I don't think it should be shown in the crafting list.

Reproduction steps

1. Start a singleplayer or multiplayer campaing
2. Go to the fabricator
   3.Look for the "Dirty Bomb" recipe in the crafting list
