Color tags not working for afflictions in Health UI

What happened?

Afflictions don't correctly format color tags in the Health UI. It does format correctly when hovering over the affliction icon above the character portrait.

Reproduction steps

1. Add an affliction or override a vanilla affliction to have color tags
2. View the affliction in the Health UI
