Fix different time notations in various screens

Describe the issue

There are 2 different time notations in the system. Regular time for most date time pickers and then decimal for most timesheet entries. We should align those and enable HH:MM for both.

Same thing in adding time in Tickets/Tasks: at this state it needs to be decimal entries. HH:MM would be consistent here.
