On my Index controllers I unbound the right system button in the SteamVR dashboard settings so I can use it for overlays. XSOverlay (for example) can use the system button just fine, but when I try to set Oyasumi's bindings to use it, it just doesn't do anything.
In particular I tried setting Right System to Use as Button and assigning Oyasumi's Open Overlay Menu action to the Long slot. But when I try to use it, even after restarting Oyasumi, the radial progress bar you expect from that kind of binding doesn't show up. It seems it doesn't get registered properly at all.
I don't have the ability to test this right now with actual knuckles as I'm out of the country, but I do remember having issues before when certain multiple actions for the same button (especially involving double press and hold) to a button which already had other actions mapped to it.
Do these problems also happen when there is literally nothing else bound to that button?
In the case you do want to bind multiple actions to one button, I've found that making two separate entries with each one action mapped (instead of one entry with two actions mapped) can be more successful
Just to rule it out being an issue, I've updated the OpenVR SDK used in the overlay as well, and put out a new beta build (f0c9328) on Steam.
