Help update the meeting time

Task description:
We adjusted the time of the community meeting(English) from this week, refer to https://groups.google.com/g/karmada/c/6DNoZekh-4A for more details, we need to update the meeting time from the repo.

Solution:
Two places need to be updated:

• karmada-io/karmada repo: https://github.com/karmada-io/karmada?tab=readme-ov-file#meeting
• karmada-io/community repo: https://github.com/karmada-io/community/?tab=readme-ov-file#community-meeting
