Follow up to #6743

We have seen the spectral initialization fail sometimes and need to find out where the problem is coming from.

Todo

Extract solver input data from the MRE in [BUG] UMAP spectral init fails to converge under certain conditions #6743. Run that input through cupy and scipy to see whether they are able to converge.
Check hyperparameters of the solver
