De-duplicate support infrastructure in gateware test harnesses

There are many instances where the same test support infrastructure is duplicated throughout the test runners, these should be consolidated into possibly either dedicated test types, or test suite mixins that can be used as needed.

There are some instances where the code was copied, then slightly changed, in that case we need to figure out what changed and how to adapt it so the other tests can use it.
