Track Reports do not always work #543

Current behavior

Some tables reports load empty

and some do not.

Expected behavior

If there is a link to View Dashboard under Reports, it should load a Dashboard with Data. If there is no Dashboard the link should be greyed out or not available to the user.

Steps to reproduce the behavior

  1. Track
  2. Reports
  3. Click on a few Dashboard links until you find an empty report

Additional details

Environment: [dev/staging/demo/production]

Consider hiding link to reports for now
